The Central Administration Department is the Secretariat of the District Assembly and responsible for the provision of support services, effective and efficient general administration and organization of the District Assembly
The Department manage all sections of the assembly including Records, Transport, Logistics and Procurement, Accounts, Stores, and Security
The Department also coordinates the General administrative functions, Development planning and management functions, Budgeting functions, Statistics and information services generally, and Human Resource Planning and Development of the District Assembly.
The Central Administration is headed by the District Coordinating Director (DCD)
The Anloga District Assemble has a well-established Client Service Unit.

The District Planning & Coordinating Unit is responsible for providing leadership in the planning, implementation and evaluation of development projects and programmes in the Assembly.
The Unit provides lead support in the preparation of Annual Reports, Development Action Plans and Medium-Term Development Plans. It also monitors and reports on all development projects that takes place within the District
The Unit liaises with stakeholders to collect inputs necessary to aid in the formulation of public policies and programmes and also plays the role of ensuring that the capabilities, skills and knowledge of staff are well developed to ensure their effectiveness and efficiency.
The Unit also coordinates activities of Out-of-Home advertisement and provides the general public with general advice and education on processes and permitting of Outdoor advertisement.
The unit provides strategic direction for the achievement of the overall objective of the procurement function in the Service.
The unit plans and coordinates activities related to procurement, manages the development and implementation of the procurement plan, provides inputs for the preparation of the annual budget and liaises with service providers and other stakeholders to undertake procurement activities.
It is also the responsibility of the Unit to ensure that the procurement activities are in harmony with the Public Procurement Act, 2003 (Act 663), supervise stores management and assets disposal as well as the Preparation and submission of Annual and Periodic Reports to the Public Procurement Authority.
The role of the Budget unit is to provide technical leadership in the preparation and management of the budget in the Service. It advises the Assembly on cost implications and financial decisions in the LGS. It coordinates the preparation of budgets, participates in the preparation of procurement plans and assists in fee-fixing resolutions.
The District Transport Unit manages all activities related to Transportation in the Assembly. They are responsible for the formulation and implementation of transport policies; they advise management of the Assembly on the purchase of new vehicles and spare parts. The unit also regulates and ensures the effective and efficient utilization of all official vehicles as well as ensuring adequate utilization of financial resources and the maintenance of all vehicles in the Assembly.
Environmental Health and Sanitation Unit of the Anloga District Assembly is an essential component of the Assembly structure tasked with the aim of developing and maintaining a clean, safe and pleasant physical environment in all sections of the population within the District. It comprises a number of complementary activities, including the construction and maintenance of sanitary infrastructure, the provision of services, public education, community and individual action, regulation and legislation. Its core functions are Waste Management, Environmental Health Inspections (Sanitary Inspections), Dissemination of Sanitary Information (Hygiene Education), Pests/Vector Control as well as Law Enforcement.
The Finance Department is responsible for the sound financial management of the District Assembly’s resources. The Functions of the Finance Department is to
(a) ensure access at all reasonable times to files, documents and other records of the District Assembly;
(b) keep, render and publish statements on Public Accounts;
(c) keep receipts and custody of all public and trust monies payable into the Consolidated Fund;
(d) facilitate the disbursement of legitimate and authorized funds;
(e) prepare financial reports at specific periods for the Assembly;
(f) prepare payment vouchers and financial encumbrances;
(g) undertake revenue mobilization activities of the Assembly, and
(h) make provision for financial services to all departments in the District.
The Anloga District Assembly has an Internal Audit unit which provides support to the Assembly by;
The Human Resource Unit coordinates all human resources programmes; and organizes staff training within the Assembly.
The Unit ensures the effective and efficient administration of human resources; translates institutional policies in respect of employment, personnel, wages and salaries into good management practices. The unit also updates the records of staff on a regular basis as well as ensuring the inter and intra departmental collaboration to facilitate staff performance and development.
The Human Resource Unit reports on all human resource related activities and puts in measures to upgrade the capabilities, skills and knowledge of staff in the Assembly. The Unit also performs other roles such as seeing to the general welfare of Staffs and Appraising direct reports
The Department of Physical Planning at the District level manages the activities of the Department of Town and Country Planning and the Department of Parks and Gardens.
The Department advises the District Assembly on national policies on physical planning, land use and development, coordinate activities and projects of departments and other agencies including Non-Governmental Organizations to ensure compliance with planning standards.
The core functions of the Department are as to assist in preparation of physical plans as a guide for the formulation of development policies and decisions and to design projects in the district, assist to identify problems concerning the development of land and its social, environmental and economic implications, advise on setting out approved plans for future development of land at the district level, advice on preparation of structures for towns and villages within the district and collaborate with the Survey Unit in the performance of its functions.
Other functions of the department include the following.
ü assist to offer professional advice to aggrieved persons on appeals and petitions on decisions made on their building;
facilitate consultation, co-ordination and harmonization of developmental decisions into a physical development plan;
assist to prepare a District Land-Use Plan to guide activities in the district;
advise on the conditions for the construction of public and private buildings and structures;
assist to provide the layout for buildings for improved housing layout and settlement;
ensure the prohibition of the construction of new buildings unless building plans submitted have been approved by the Assembly;
advise and facilitate the demolition of dilapidated buildings and recovery of expenses incurred in connection with the demolition;
ensure the prohibition of the use of inflammable materials in the construction or repair of buildings in defied areas;
advise the Assembly on the siting of billboards, masts and ensure compliance with the decisions of the Assembly;
advise on the acquisition of landed property in the public interest
undertake street naming, numbering of houses and related Issues.
The Education, Youth and Sport Unit primarily assists in the formulation and implementation of policies on education in the Assembly within the framework of national policies and guidelines.
It also has an advisory role in the Assembly on matters relating to pre-school, primary, Junior High Schools in the District and other matters that may be referred to it by the Assembly.
The Social Welfare and Community Development Department shall assist the Assembly to formulate and implement social welfare and community development policies within the framework of national policy.
The Department facilitates community-based rehabilitation of persons with disabilities and assists and facilitates provision of community care services including registration of persons with disabilities, assistance to the aged, personal. social welfare services, hospital welfare services, assistance to street children, child survival and development and socio-economic and emotional stability in families;
The department also assist to maintain specialized residential services in the district and
facilitate the registration and supervision of non-governmental organizations and their activities in the district
Lastly it is the core mandate of the department to assist to organize community development programmes to improve and enrich rural life through:
Ø Literacy and adult education classes;
Ø Voluntary contribution and communal labour for the provision of facilities and services such as water, schools, library, community centres and public places of convenience or;
Ø teaching deprived or rural women in home management and child care.
The Department of Works of the District Assembly is a merger of the Public Works Department, Department of Feeder Roads and District Water and Sanitation Unit, Department of Rural Housing and the Works Unit of the Assembly. The Works Department assists the Assembly to formulate policies on works within the framework of national policies and reports to the Assembly, assisting to establish and specify the programmes of action necessary for the implementation of physical plans.
The department also advise the Assembly on matters relating to works in the district, assist to prepare tender documents for all civil works projects to be undertaken by the Assembly through contracts or community initiated projects, facilitate the construction, repair and maintenance of public roads including feeder roads, and drains along any streets in the major settlements in the district, advise on the construction, repair, maintenance and diversion or alteration of the course of any street.
Also the department encourages and facilitate maintenance of Public buildings and facilities in the district, assist to build, equip, close and maintain markets and prohibit the erection of stalls in places other than the markets, assist to peg and demarcate all physical developments prepared for all major settlements in the district, facilitate the provision of adequate and wholesome supply of potable water for the entire district.
Lastly, the Department assist to inspect projects undertaken by the District Assembly with relevant Departments of the Assembly, assist to maintain public buildings made up of offices, residential accommodation and ancillary structure, provide technical and engineering assistance on works undertaken by the Assembly, facilitate the registration and maintenance of data on public buildings, and in consultation with Electricity Company of Ghana facilitate the provision of street lighting.
The Disaster Management and Prevention Department is responsible and assists in planning and implementation of programmes to prevent and/or mitigate disaster in the District within the framework of national policies. They also facilitate the organization of public disaster education campaign programmes to create and sustain awareness of hazards of disaster and emphasize the role of the individual in the prevention of disaster.They are also responsible in assisting and facilitating education and training of volunteers;
(i) to fight fires including bush fires, or
(ii) take measures to manage the after effects of natural disasters.
They also prepare and review district disaster prevention and management plans to prevent or control disasters arising from floods, bush fires, and human settlement fires
The Agriculture Department in the District participates in provision of extension services in the areas of natural resources management, and rural infrastructural and small-scale irrigation in the district. Also assist in the formulation and implementation of agricultural policy for the District Assembly within the framework of national policies. They also submit reports on the implementation of policies and programmes to the District Assembly.
The department also advises the District Assembly on matters related to agricultural development in the district, promote extension services to farmers, assist and participate in on-farm adaptive research, lead the collection of data for analysis on cost effective farming enterprises, participate in the education and enforcement of legislation on fisheries, promote the formation of viable fishermen associations and assist in fish farming.
Also, the department promotes an effective and integrated water management, assist and facilitate sustained pasture and forage production and act as out grower to farmers, assist development of animal health services infrastructure, assist in developing forage production, ranges and farmlands, assist in developing early warning systems on animals’ diseases.
Other functions of the department include the following.
ü facilitate and encourage vaccination and immunization of livestock and control of animal diseases.
ü advise and encourage crop development through nursery propagation.
ü assist in the development, rehabilitation and maintenance of small-scale irrigation schemes.
assist the construction, rehabilitation and maintenance of fish landing sites.
promotes agro-processing and storage.
facilitate the development of programmes and the establishment of close linkage between the various sub-sectors in the district.
co-ordinate the systematic and regular training of frontline staff;
promote investment in agriculture by assisting to identify and prepare pre-feasibility reports.
acilitate capacity building at the district level through training, workshops and other related activities.
The department of Health at the District Assembly level consists of the office of the District Directorate of Health and the Environmental Health Unit. The functions of the Department of Health are to:
(a) advise on the construction and rehabilitation of clinics and health centers or facilities;
(b) assist in the operation and maintenance of all health facilities under the jurisdiction of the regional and district coordinating council;
(c) assist to undertake health education and family immunization and nutrition programmes;
(d) coordinate works of health centers or posts or community based health workers;
(e) facilitate collection and analysis of data on health;
(f) promote and encourage good health and sanitation;
(g) facilitate diseases control and prevention;
(h) advise on management of the sick;
(i) assist to formulate, plan and implement district health policies within the framework of national health policies and guidelines provided by the Minister of Health;
(j) provide reports on the implementation of policies and programmes relating to health in the District Assembly;
(k) advise the Assembly on all matters relating to health including diseases in the district;
The Natural Resources Conservation Department of the Anloga District Assembly is responsible for the sustainable development of the forestry and wildlife resources and protected areas in the District by combining functions of the Departments of Forestry and Wildlife.
The Department assists the Assembly in the formulation of policies for the conservation of natural resources in the district within the framework of national policy on natural resources, conservation and report on the implementation of the policies and programmes to the District Assembly.
The department also facilitates the creation of awareness on the benefits of forests and wildlife conservation and encourage investment in commercial timber plantation and the preservation of wildlife;
They also advise on the prohibition, restriction or regulation of the hunting, capture, killing or sale of animals or any specified species.
The department ensures the sustainable management and utilization of timber and non timber products, and the protection of forest and water resources from bush fires, illegal harvesting, agricultural encroachment and pollution.
Lastly the department assists the Assembly in the mapping out of areas for natural environment, preservation and protection and advises the Assembly on measures to embark on to prevent soil erosion.
The Department of Trade, Industry and Tourism under the guidance of the Assembly deals with issues related to trade, cottage industry and tourism in the district.
The Department facilitates the implementation of policies on trade, industry and tourism in the District, advises the District Assembly on issues related to trade and industry in the district, assists in the collection and dissemination of tourism, trade and industry.
The Department is also responsible for facilitating the promotion and development of small-scale industries in the District, advising on the provision of credit for micro, small-scale and medium scale enterprises, assisting to design, develop and implement a plan of action to meet the needs and expectations of organized groups.
Lastly the Department is responsible for promoting the formation of associations, co-operative groups and other organizations which are beneficial to the development of small-scale industries and assisting in offering business and trading advisory information services.
The district statistical department aspires to provide reliable and responsive statistical services for good governance and development.
The department is poised of collecting and providing reliable data for effective decision making for local and national development.
The main objective of the MIS unit is to collect, analyze and manage information to support the development, management and implementation of policies, programmes and services in the local government service.
